The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and purchase upgrades.

Certain of these boosts may only be used in certain builds (such a Whistan's Shield for FB Sorcs) Some are useful to collectors.
Certain items come with inherent boo that is less effective when upgraded, for example the Goldwrap which provides more slots for potion. These are usually upgraded to add value to a nearly perfect item.
Costs
There are a few expenses associated with item upgrades. The first is the upgrade itself. The cost for this upgrade can be costly and is contingent on the new value of the item and the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of materials required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these items required can be seen in the inventory of an upgrade vendor.
The process of upgrading an item level upgrade is complicated and takes time. Depending on the size of the upgrade, it can take as long as 8 hours. The stats that are the base of the upgraded item are calculated based upon its new ilvl and other characteristics. This calculation determines the new Armor Class bonus, damage dice, and other crucial statistics. In some instances the upgrade can grant additional advantages that can be picked from a list of available advantages.
In rare instances the upgrade will only replace the most expensive perks. The upgrader may also make other adjustments to the item, for example, changing its weapon damage type, or adding or eliminating an operational or unwieldy option. These modifications are based on an item's ilvl, and may require special materials, such as adamantine.
Success Rate
Item upgrades are based on an opportunity, and like any random system, there is a chance that the upgrade won't be successful. However, there are a few things which can improve the chance of success. This includes using an item called an Upgrade Pity or the addition of additional materials to the upgrade.
An Upgrade Pity is a product you can purchase from the smithing NPC in Lost Ark. It increases the chance of an upgrade succeeding by a certain percentage. It is similar to the "luck bonus" that some items offer, but it is more secure. It can be added to any weapon or armor and can be used three times.
It is also possible to add a number of additional elements to the upgrade, increasing the chance of success. These materials are displayed in a window above the + button. However, there are limitations to this, and the largest amount of material that can be added is shown just above the + button in the user interface.
Another way to increase the odds of a successful upgrade is to use the item known as Blacksmith Blessing or an upgraded version of it. This item can be useful in the event that your item or weapon is near or has reached the highest level of its tier. This item will allow you upgrade the equipment to the next tier without the risk of it breaking.
